Panasonic Toughbook CF-25 was known as the first semi rugged Toughbook in the Toughbook series. It was a very popular rugged laptop computer in the SOF communities in the late 1990s.

CF-25 was designed to withstand harsh environments with impact resistance, vibration resistance, and dust and moisture resistance. It cleared many military standards, including drop tests from 80 centimeters (IEC 63-2-32 free fall). It was also the first Toughbook to have a handle. It was commonly seen to be connected with the PSC-5 Satcom radio for data transfer.
